Mbabane – The Ministry of Labour and Social Security unveiled the National Human Resource Development Policy on Friday, August 8, 2025, aiming to address youth unemployment, underemployment, and skills mismatches across Eswatini.
Minister Phila Buthelezi explained that the policy offers a coordinated national framework to build a skilled, productive, and adaptable workforce capable of driving the country’s development goals. The initiative calls for collaboration beyond the ministry, involving government departments, the private sector, educational institutions, civil society, and development partners.
The Minister urged fellow government ministries—such as Education and Training, Economic Planning and Development, Commerce, Industry and Trade, and Information Communication and Technology—to actively participate in implementing the policy. A special appeal was made to businesses to engage in shaping training programs, providing internships, apprenticeships, and supporting job creation.
Young people stand at the centre of this policy, which aims to open pathways not only to employment but also to entrepreneurship, innovation, and economic independence.
To ensure effective coordination, the Ministry will establish a multi-sectoral National Human Resource Development Council (NHRDC). This council will monitor progress, foster dialogue, align efforts across sectors, and hold stakeholders accountable in pursuing the policy’s objectives.
