BAKU, AZERBAIJAN – His Majesty the King and Inkhosikati LaMashwama yesterday witnessed the signing of a cooperation agreement between the State Agency for Public Service and Social Innovation and the Ministry of Information, Communications and Technology (ICT).
Signing the agreement on behalf of the Kingdom was ICT Minister Savannah Maziya. The agreement is aimed at strengthening collaboration in the modernisation of public service delivery systems between the two countries.
The signing ceremony marks an important milestone in the growing bilateral relations between the Kingdom of Eswatini and the Republic of Azerbaijan, particularly in the fields of digital transformation, innovation and citizen-centred governance.
The agreement seeks to support Eswatini in establishing an advanced ‘one-stop shop’ public service delivery mechanism based on Azerbaijan’s internationally recognised ‘ASAN xidmat’ model.
The MoU reflects the shared commitment of both countries to deepen relations and promote innovation in public administration.
Azerbaijan’s ASAN xidmat system has received international recognition, including the United Nations Public Service Award for improving the delivery of public services, and has become a globally recognised model for integrated government services.
Under the agreement, the two parties will cooperate in a number of strategic areas, including: the development of service centres in Eswatini; training and capacity building for personnel; organisation of study visits and internships in Azerbaijan; application of innovative technologies in public service delivery; and consultancy support on operational systems and mobile service solutions.
The implementation of the MoU will be coordinated through a Joint Working Group established by both parties to oversee activities and develop implementation projects.
This agreement demonstrates the growing partnership between the Kingdom of Eswatini and the Republic of Azerbaijan in areas of governance, innovation and sustainable development cooperation.
ABOUT ASAN:
• “ASAN service” centre, under the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan, was established by Decree of the President of the Republic of Azerbaijan No. 685 dated 13 July 2012.
• “ASAN service” centres are the bodies that ensure the delivery of services rendered by state entities in a uniform and coordinated manner.
• “ASAN service” centres are designed to create a new approach towards ensuring citizens’ satisfaction with the functioning of state servants in relation to the population and to enhance the quality of relations between state servants and citizens.
• The functioning of the centres is based on the principles of efficiency, transparency, ethical behaviour, responsibility and comfort.
OBJECTIVE
• To reduce extra expenses and loss of time for citizens;
• To ensure respect for ethical rules and kind behaviour towards citizens;
• To upgrade the level of professionalism;
• To strengthen confidence in state structures;
• To increase transparency and strengthen the fight against corruption;
• To ensure greater use of electronic services;
• To expand the effectiveness of institutional reforms in this area.
