Eswatini to open resident mission in India

Mbabane – Eswatini is set to open a High Commission in India in the second quarter of 2026, a move aimed at strengthening diplomatic, trade, and educational ties, Senator Pholile Dlamini-Shakantu, Minister of Foreign Affairs and International Cooperation, told Independent News.

A delegation led by His Excellency Mr Dlamini will travel to India for the official opening, which will mark a significant milestone in Eswatini’s foreign policy. The mission is intended to enhance political, economic, and multilateral engagement with India, a key partner in trade, technology, education, and development cooperation. It will also provide support to Emaswati studying or working in India through consular services, scholarships, and institutional linkages.

Senator Dlamini-Shakantu shared detailed insights on the significance of the new mission in an interview with Adekunle Owolabi, Digital Editor, Independent News. The full interview is presented below.


1. What does the opening of Eswatini’s resident mission in India represent for the Kingdom’s foreign policy and international positioning at this moment?
Answer: The opening of Eswatini’s resident mission in India represents a strategic deepening and diversification of the Kingdom’s foreign policy at a time of shifting global dynamics. It underscores Eswatini’s commitment to strengthening relations with key emerging partners in the Global South, particularly India, which plays an increasingly influential role in global governance, development cooperation, trade, technology, and education.

The establishment of a resident mission enhances Eswatini’s international positioning by providing a permanent platform for sustained political engagement, economic diplomacy, and multilateral cooperation. It enables more effective promotion of trade and investment opportunities, expanded collaboration in priority sectors such as health, ICT, agriculture, skills development, and innovation, and improved coordination in multilateral fora where India is a key stakeholder.

Importantly, the mission also reflects a people-centred dimension of Eswatini’s foreign policy. With Emaswati students studying in India, a resident mission strengthens consular support, welfare services, and institutional linkages in education and training. It facilitates closer engagement with academic institutions and scholarship programmes, while ensuring that the interests and well-being of Emaswati nationals in India are effectively safeguarded.

The opening of the mission signals Eswatini’s proactive, forward-looking diplomacy, aimed at enhancing its global footprint, advancing national development priorities, and building mutually beneficial partnerships that deliver tangible benefits to its citizens at home and abroad. Earlier this year, I had a meeting with my counterpart, India’s External Affairs Minister Dr. S. Jaishankar, where we explored various avenues for cooperation. The opening of the embassy will significantly enhance our ability to implement these plans.

2. How will the presence of a High Commission on the ground in India strengthen existing cooperation in areas such as education, health, digital governance, and skills development?
Answer: The presence of an Eswatini High Commission in India will significantly strengthen existing cooperation by providing a dedicated institutional platform to translate commitments into practical, results-oriented partnerships across key sectors.

In education and skills development, the High Commission will deepen engagement with Indian universities, technical institutes, and training centres to expand scholarship opportunities, facilitate student exchanges, and promote recognition of qualifications. Being on the ground will also enable closer monitoring and support for Emaswati students in India, while identifying new areas for collaboration in science, technology, engineering, medicine, and vocational training aligned with Eswatini’s development priorities.

In the health sector, the High Commission will enhance coordination with Indian health institutions and pharmaceutical companies. This will support cooperation in medical training, medicine, public health research, access to affordable medicines, and capacity-building for health professionals, contributing to improved health outcomes in Eswatini.

With regard to digital governance, the High Commission will serve as a focal point for engagement with India’s advanced digital public infrastructure and e-governance systems. It will facilitate knowledge-sharing, technical assistance, and possible pilot initiatives in areas of interest to support Eswatini’s digital transformation agenda.

Overall, the on-the-ground presence of the High Commission will ensure sustained follow-up, timely coordination, and stronger partnerships with Indian government institutions, the private sector, and academia. This will move cooperation beyond ad hoc exchanges towards structured, long-term collaboration that delivers tangible benefits for Eswatini’s human capital development and socio-economic growth.


3. What tangible benefits can Emaswati, particularly students, professionals, and businesspeople, expect from this diplomatic presence?
Answer: Emaswati can expect clear and practical benefits from the establishment of Eswatini’s diplomatic presence in India, particularly students, professionals, and the business community.

For students, the High Commission will provide improved consular support and welfare services, including assistance with documentation, visas, and emergency situations. It will strengthen engagement with Indian educational institutions and scholarship providers, possibly leading to expanded access to academic opportunities, technical training, and research collaboration. The presence of a resident mission also ensures closer monitoring of student welfare and stronger advocacy for the interests of Emaswati studying in India.

For professionals, the High Commission will facilitate access to skills development programmes, professional exchanges, and short-term training opportunities in areas such as health, ICT, and other areas of interest. It will support partnerships between institutions in Eswatini and India, enabling knowledge transfer, certification opportunities, and exposure to best practices that can be applied at home.

For businesspeople, the diplomatic presence will enhance economic and commercial engagement by providing market intelligence, trade and investment facilitation, and support in navigating regulatory and business environments. The High Commission will actively promote Eswatini as an investment destination, connect Emaswati entrepreneurs with Indian partners, and help unlock opportunities in sectors such as agriculture, manufacturing, pharmaceuticals, ICT, and services.


4. How does this step deepen South-South cooperation between Eswatini and India, and what message does it send to other strategic partners?
Answer: This step strengthens South–South cooperation between Eswatini and India by formalizing and intensifying their partnership in a way that allows for continuous engagement and practical collaboration. Having a permanent diplomatic presence makes it easier to coordinate joint initiatives, share development experiences, and expand cooperation in key sectors such as education, health, skills development, technology, and trade. It reflects a relationship based on mutual benefit, solidarity, and a shared commitment to development-oriented solutions.

At the same time, it conveys a strong signal to other strategic partners that Eswatini is actively broadening and modernizing its foreign relations. It demonstrates the Kingdom’s intention to engage more deeply with emerging global partners, strengthen its diplomatic reach, and pursue partnerships that are focused on concrete results. It positions Eswatini as an outward looking, credible, and engaged partner that is committed to building meaningful international cooperation.


5. Beyond Government-to-Government relations, how does the ministry envision the embassy supporting trade, investment, cultural exchange, and tourism between the two countries?
Answer: Beyond Government-to-Government engagement, the embassy would act as a central hub for promoting trade, investment, cultural exchange, and tourism, thereby strengthening economic cooperation and people-to-people ties between the two countries. Through targeted outreach and sustained engagement, it would create new opportunities for collaboration across multiple sectors.

In the area of trade and investment, the embassy would ease business linkages by providing guidance on regulatory frameworks, market entry strategies, and standards for both Eswatini and Indian enterprises. It would organise trade missions, exhibitions, and business delegations to display Eswatini’s key exports such as sugar, textiles, and handicrafts, while actively promoting investment opportunities in agriculture, renewable energy, ICT, and manufacturing. Emphasis would be placed on supporting small and medium enterprises by enabling partnerships, knowledge exchange, and cross-sector collaboration.

Beyond economic engagement, the embassy would play a vital role in advancing cultural exchange, tourism promotion, and people-to-people ties. It would highlight Eswatini’s rich heritage through cultural festivals, exhibitions, and performances, while easing academic collaboration, student exchanges, and scholarships. Tourism promotion efforts would market Eswatini as an attractive destination for Indian travellers, while also supporting Emaswati interested in visiting India.


6. As Eswatini prepares to formally open the mission, what role do you see India continuing to play in supporting the Kingdom’s development priorities?
Answer: As Eswatini prepares to formally open its Mission in India, India will undoubtedly continue to play a strategic and multifaceted role in supporting the Kingdom’s development priorities. The establishment of the Mission will further deepen an already warm and cooperative relationship, enabling more structured engagement and closer coordination across key sectors. India is likely to remain a vital partner in capacity building and human resource development, particularly through expanded scholarships, technical training, and professional exchange programmes.

These initiatives will contribute directly to strengthening Eswatini’s institutional capacity and empowering its youth and professionals with critical skills aligned to national development goals. The Mission will serve as a bridge to further promote cultural exchange, tourism, academic cooperation, and mutual understanding between the two nations.

Overall, India’s continued support anchored in South-South cooperation and shared development experiences will play a meaningful role in advancing Eswatini’s national priorities, strengthening resilience, and fostering long-term, mutually beneficial partnership as the two countries enter a new chapter in their diplomatic relations.


7. When is the official opening of the Embassy expected to take place, and can you share your general timeline for the establishment and operationalization of the Mission?
Answer: The Ministry anticipates the official opening of the High Commission to be Q2 2026.
