Mbabane – The Crown has added 17 more charges against Ministry of Home Affairs Assistant Regional Civil Registrar Nonhlanhla Phumla Malambe, who is accused of unlawfully facilitating the registration and issuance of official civil documents.

Malambe appeared before the Mbabane Magistrate’s Court, where the Crown served an amended charge sheet containing the additional charges. The matter has been postponed to August 11, 2026.

The new charges include allegations of corruption, unlawful issuance of official documents and making false entries in civil registration records.

According to the amended charge sheet, the allegations relate to incidents between March 2017 and July 2024, during which Malambe allegedly abused her position as an Assistant Regional Civil Registrar in the Ministry of Home Affairs.

The Crown alleges that she used her official position to facilitate the registration of Personal Identification Numbers (PINs), issuance of national identity cards, birth certificates and a marriage certificate for various individuals.

The charges are brought under the Prevention of Corruption Act No. 3 of 2006, the Births, Marriages and Deaths Registration Act of 1983 and, in some instances, alternative charges under the Immigration Act of 1982.

The charge sheet alleges that on March 23, 2017, Malambe unlawfully facilitated the registration of a PIN and issuance of a national identity card for Avhininen Anitti Jussi.

She is also accused of similar offences involving Sincanelo Traicy Camp on November 29, 2017, where the Crown alleges she facilitated the registration of a PIN, issuance of a national identity card and a birth certificate based on false entries.

The Crown further alleges that on August 7, 2023, Malambe caused false information to be entered into civil records relating to Avhininen Anitti Jussi and issued a birth certificate based on those entries. She is also accused of facilitating the issuance of Marriage Certificate No. 375674 involving Glory Xolile Kunene and Avhininen Anitti Jussi.

Further allegations relate to February 12, 2024, when she allegedly facilitated the registration of a PIN and issuance of a birth certificate for a purported Vusimuzi Dlamini.

The final allegations relate to July 19, 2024, where the Crown alleges she facilitated the registration of a PIN and issuance of a birth certificate for Shabalala Titselo Siyamthanda after allegedly making false entries in official records.

The State alleges that the conduct amounted to an abuse of authority, breach of trust and violation of her legal duties.

Malambe has not yet pleaded to the amended charges.

The matter was postponed to August 11, 2026.
