Taiwan President’s blocked visit resurfaces as Senate adopts key aviation regulations

MBABANE – The controversy surrounding the blocking of Taiwanese President Lai Ching-te’s planned visit to Eswatini resurfaced in Parliament on Monday as the Senate adopted a series of civil aviation regulations aimed at strengthening the kingdom’s compliance with international aviation standards.

The issue was raised by Senator Isaac Magagula during debate on seven aviation-related regulations, where he cautioned against the politicisation of international airspace and stressed the importance of respecting established aviation principles.

Magagula made reference to the widely publicised incident in which President Lai was unable to travel to Eswatini after several countries reportedly withdrew previously granted overflight permissions, effectively preventing the Taiwanese leader from reaching the kingdom.

“The airspace should never be politicised,” Magagula told senators during debate. “Eswatini had a visitor who was prevented from making his way into the country. It is a known fact that the visitor was blocked.”

His remarks came as senators debated and subsequently adopted a package of aviation regulations designed to enhance aviation safety, oversight and compliance with international civil aviation requirements.

The adopted regulations include the Civil Aviation (Approved Training Organisations) Regulations, 2024; Civil Aviation (Airworthiness) Regulations, 2024; Civil Aviation Authority (Rules of the Air and Air Traffic Control) Regulations, 2022; Civil Aviation (Aircraft Nationality and Registration Marks) Regulations, 2024; Search and Rescue Regulations, 2023; Civil Aviation (Dangerous Goods) Regulations, 2024; and Civil Aviation (Heliport) Regulations, 2025.

The motions were tabled in accordance with Section 253(3) of the Constitution of Eswatini and formed part of the Senate’s legislative business for the day.

Magagula said the regulations were essential in ensuring that Eswatini remains aligned with international aviation frameworks and standards governing air transport operations, safety and airspace management.

The senator further argued that international aviation systems depend on cooperation among states and respect for established protocols, warning that political interference in airspace matters could undermine the principles upon which global aviation operates.

His comments revived discussion around the diplomatic row that emerged earlier this year when President Lai’s planned state visit to Eswatini was disrupted.

The visit had been expected to reinforce ties between Eswatini and Taiwan, which maintain longstanding diplomatic relations. Eswatini remains Taiwan’s only diplomatic ally on the African continent.

Reports at the time indicated that several countries along the proposed flight route withdrew overflight permissions, forcing a suspension of the planned trip after alternative routing options could not be arranged in time.

The incident attracted international attention as analysts viewed it as an escalation in diplomatic pressure surrounding Taiwan’s international engagements.

Although Monday’s Senate debate focused primarily on aviation regulations, Magagula used the occasion to highlight the broader significance of maintaining neutrality and professionalism in the administration of international airspace.

Several senators supported the motions and endorsed the concerns raised by Magagula.

Among them was Senator Tony Sibandze, who emphasised the importance of ensuring that Eswatini’s aviation sector remains consistent with internationally accepted standards.

Sibandze said the adoption of the regulations would help strengthen aviation governance while positioning the country to meet obligations under global civil aviation frameworks.

Other senators echoed similar sentiments, noting that aviation regulations are critical not only for safety but also for facilitating international connectivity, trade and tourism.

The regulations cover a broad range of aviation functions, including aircraft certification, pilot and aviation personnel training, air traffic management, dangerous goods transportation, search and rescue operations and heliport management.

Lawmakers noted that alignment with international standards is increasingly important as countries seek to maintain safe and efficient air transport systems in a rapidly evolving aviation environment.

The Senate’s approval of the regulations follows ongoing efforts by authorities to modernise the country’s aviation legislative framework and ensure compliance with international best practices.

Monday’s sitting also saw the tabling of several other legislative measures, including the Special Economic Zone (Amendment) Bill, 2024, as well as the Customs and Excise (Amendment) Bill, 2026, and the Value Added Tax (Amendment) Bill, 2026.

However, it was the aviation debate—and the renewed reference to the blocked visit by the Taiwanese president—that drew significant attention during proceedings.

By the end of the sitting, senators unanimously adopted all seven aviation regulations, with members expressing confidence that the measures would strengthen the country’s aviation sector while reinforcing Eswatini’s commitment to internationally recognised civil aviation standards.
