Johannesburg – The South African Department of Home Affairs has revoked the 90-day visa exemption for Palestinian ordinary passport holders after uncovering evidence of deliberate abuse linked to “voluntary emigration” efforts for residents of Gaza.

The decision follows investigations by national intelligence bodies that found the exemption was being exploited by Israeli-connected intermediaries to facilitate the relocation of Palestinians from Gaza, under the guise of short-term tourism.

The issue came to light after two chartered flights carrying Palestinian passport holders arrived in South Africa. Investigations revealed that these flights, unlike regular commercial travel, were arranged by external actors and not by the passengers themselves. The travellers were given one-way tickets, were prohibited from carrying luggage, and only allowed to bring essentials and US dollars. Upon arrival at OR Tambo International Airport, it was found that many passengers lacked departure verification, accommodation in South Africa, or return flight tickets.

The department also found that many of the travellers had no intention of seeking asylum in South Africa, raising concerns over the welfare of the passengers. Civil society groups had to step in to provide support.

Further investigations indicated that the chartered flights were not a one-off event, but part of an ongoing effort to relocate Palestinians from Gaza. Reports also suggested that a Dubai-based broker had been seeking bulk quotations for more charter flights to South Africa.

In response to these findings, the Department of Home Affairs has withdrawn the exemption. It confirmed that asylum applications from those on the chartered flights will be processed, while visa applications from genuine Palestinian travellers will continue as normal.

Minister of Home Affairs, Dr. Leon Schreiber, stated that the withdrawal is the best way to prevent further abuse while still allowing legitimate travel to South Africa. “South Africa will not be complicit in any scheme to exploit or displace Palestinians from Gaza,” he said.
