Harare, Zimbabwe – Commissioner General LaMakhosini Phindile Dlamini is in Harare, Zimbabwe, attending the first-ever Regional Parole and Reintegration Conference alongside heads of Prisons and Correctional Services from across the Southern African Development Community (SADC). The four-day summit opened on 1 December under the theme “Advancing Restorative Justice: Strengthening Parole Systems for Safer and Rehabilitated Societies – An African Perspective with Global Collaboration.”
Vice President General (Rtd) Dr. Constantino Chiwenga officially opened the conference, which has attracted cabinet ministers, legal scholars, rehabilitation specialists, and senior correctional strategists. Among the key participants from Zimbabwe were Dr. Jenfan Muswere, Minister of Information, Publicity and Broadcasting Services, and Hon. Ziyambi Ziyambi, Minister of Justice, Legal and Parliamentary Affairs. Commissioner General Dlamini is joined by Superintendent Wakhe Masilela and Chief Officer Sebentile Shabalala-Radebe.
The summit is focused on developing advanced, humane, and technology-driven approaches to parole and reintegration. Discussions aim to reduce recidivism, improve rehabilitation, and strengthen community safety through smarter correctional systems.
Eswatini is expected to benefit from the conference in several ways: modernising its parole framework with continental best practices, adopting innovative rehabilitation strategies, integrating digital monitoring systems, fostering regional collaboration, lowering incarceration costs, and ultimately enhancing public safety through reduced reoffending rates.
