Maputo – Zimbabwean President Emmerson Mnangagwa arrived in Maputo tonight as Zimbabwe and Mozambique prepare to elevate their diplomatic relations from the Joint Permanent Commission on Co-operation to a Bi-National Commission. Several agreements, particularly in agriculture, are expected to be signed.
Last week, Zimbabwe also upgraded relations with Zambia, with Presidents Mnangagwa and Hakainde Hichilema signing multiple agreements at their inaugural BNC in Harare. A Bi-National Commission is a formal framework for strengthening bilateral ties through structured co-operation in politics, defence, security, trade, economics, and social development.
Zimbabwe’s Ambassador to Mozambique, Dr Victor Matemadanda, described the move as a historic moment. “This has been my aim since I arrived here. It is quite a milestone. We are bringing forward agreements missed last year and ensuring that many can now be signed,” he said during a senior officials meeting.
To boost trade, Zimbabwe has proposed formalising certain border posts with Mozambique within the next four months to operate as commercial entry and exit points, reducing congestion at Forbes and Nyamapanda. Other border posts under consideration include Sango, Mount Selinda, Cashel, and Chitompo.
Ambassador Matemadanda said discussions will also cover agriculture and food security. “Mozambique is not as food secure as it could be. We are signing an MoU to support each other in food production,” he said.
Trade between the two countries last year saw Zimbabwe exporting about US$486.6 million in goods, mainly fertilisers and minerals, while Mozambique exported roughly US$113.82 million, led by mineral fuels, oils, and cereals. Both nations see further potential to expand bilateral trade.
Reflecting on broader relations, Dr Matemadanda noted ties remain strong but called for greater engagement with youth. “Young people do not fully understand the historical relations between us. It will be up to both governments to ensure they are informed,” he said.
