Public invited to submit views on ENPF Bill, 2 others

Mbabane – Members of the public are invited to submit to Parliamentary committees their views on three gazetted Bills, including the topical Eswatini National Pension Fund (ENPF) Bill No.3 of 2025 that speaks to the Eswatini National Provident Fund conversion into pension, before or on Friday September 12, 2025.

These are the: 

  • Leadership Code of Conduct Bill No.8 of 2025 
  • Law Reform and Development Bill No. 15 of 2024, and 
  • ENPF Bill No.3 of 2025

The notice has been put up by the Clerk to Parliament, Benedict Xaba.

“The public is encouraged to submit their views in writing and orally. Public hearings will be scheduled and those who have indicated will be invited to appear before the relevant parliamentary committees,” Xaba said.

Xaba said the exercise promotes transparency and participatory governance. 

The Leadership Code of Conduct Bill’s objective is to provide the promotion of honesty, probity, impartiality and integrity in public affairs and give effect to Chapter XVI of the Constitution Act, 2005 on the leadership code of conduct.

The Law Reform and Development Bill’s objective is to provide for the form and development of the laws of the Kingdom of Eswatini, the establishment and development of the Law Reform Office, Law Reform Committee and incidental matter.

The ENPF Bill’s objectives are: the establishment and administration of the Eswatini National Provident Fund, the conversion of the Eswatini National Provident Fund to the Eswatini National Pension Fund, the provision of benefits to employees, self-employed and other workers, enabling the co-existence of the national and private funds, enabling the portability of social security benefits, the repeal of the Eswatini National Provident Fund Order No;23 of 1974 and the incidental matters. 

The Law Reform and Development Bill is now in the Senate while the rest are in the House of Assembly.
