MBABANE – A fresh wave of administrative transfers has been effected across several ministries as the Civil Service Commission moves to strengthen government operations and service delivery.
According to a memorandum dated 5 August 2025 and signed by Civil Service Commission Chairman S.P. Mamba, a total of 11 senior government officials have been reassigned to new ministries with immediate effect.
The reshuffle includes Under Secretaries – Administration and a Chief Roads Engineer. The changes affect key ministries such as Agriculture, Health, Labour, Education, Commerce, Public Works, and Home Affairs.
Ms Gugu Shabangu, who previously served in the Ministry of Agriculture, has been moved to Home Affairs in the same administrative role. Mr Nhlanhla Motsa, formerly with Public Works, has been reassigned to Agriculture, while Ms Cebile Nhlabatsi shifts from Commerce to Public Service.
Also transferred are Mr Antony Masilela from Labour to Health; Mr R. Phungwayo from Public Service to Public Works and Transport; and Ms Mpumie Dlamini from Home Affairs to Labour.
Mr Phesheya Dube, who had previously served as Principal Secretary in the Ministry of ICT, has now been assigned to the Ministry of Commerce, Industry and Trade as Under Secretary – Administration.
Ms Ncamsile Mntshali moves from Health to Education and Training, while Ms Constance Vilakati and Ms Hlobsile Dlamini have swapped positions between Tourism and Housing, respectively.
Engineer Vincent Dlamini, who was Chief Roads Engineer at Public Works, has now been placed at the Ministry of Agriculture as Under Secretary – Technical.
The transfers, according to the Commission, are part of efforts aimed at improving technical coordination and performance within government structures.
