Pretoria – Pretoria city authorities shut down Ipi Ntombi, a well-known brothel and bar in the CBD, on Tuesday, 25 November, following repeated violations of municipal regulations. The establishment, run by Chinese nationals, had previously been closed but continued operations despite legal orders.

Dr Nasiphi Moya, Executive Mayor of the City of Tshwane, said the brothel was initially closed on 15 October but reopened within an hour. “Today, we have brought powerful teams to ensure that the full might of the law deals decisively with the owners of the property,” she said.

Officials discovered the property lacked fire and energy certificates, and several building extensions were illegal. The mayor explained that owners must submit approved building plans to the municipality before applying for the necessary licences to operate legally.

Inside, authorities found dozens of young women working as sex workers, while men were observed drinking on the premises as early as 2pm. Each room acted as a workstation for clients, with women paying R1000 per week to operate. Reports indicate some services included a R500 fine if condoms broke during sexual activity.
