SADC meets over Madagascar crisis

Lilongwe – The Southern African Development Community (SADC) Organ Troika convened an Extraordinary Summit on 16 October 2025 to discuss the political and social unrest in the Republic of Madagascar. The virtual meeting focused on finding a peaceful and inclusive resolution to the ongoing crisis in the island nation.

The Summit was chaired by Malawi’s President, Professor Arthur Peter Mutharika, in his capacity as Chairperson of the SADC Organ on Politics, Defence and Security Cooperation. Other attendees included Tanzania’s Vice President, Dr Philip Isdor Mpango, and Eswatini’s Minister of Foreign Affairs and International Cooperation, Senator Polile Shakantu, who represented His Majesty’s government.

During the deliberations, the leaders reaffirmed their commitment to restoring peace, stability, and democratic governance in Madagascar. They called on all Malagasy stakeholders to engage in inclusive dialogue and avoid acts of violence, looting, and property destruction.

The Summit further directed that a Technical Mission comprising representatives from the Organ Troika Member States and the SADC Secretariat be deployed to Madagascar by 22 October 2025. The mission will conduct a fact-finding exercise and submit its report to the Chairperson by 31 October 2025.

The leaders agreed that the findings would inform the next Extraordinary Organ Troika Summit, which will focus on the political and security situation in Madagascar. They also instructed the SADC Secretariat to collaborate with the African Union, United Nations, and the Indian Ocean Commission to ensure a coordinated regional and international response.

Additionally, the Summit endorsed a comprehensive assessment of Madagascar’s roadmap to end the crisis, to be undertaken by the Organ Troika Member States with the support of the Panel of Elders, the Mediation Reference Group, and the SADC Secretariat.

The meeting concluded with appreciation to President Mutharika for his leadership and to the participating Heads of State and Government for their continued efforts to promote peace and stability in the region.
