MBABANE – The Incomati and Maputo Watercourse Commission (INMACOM) has named Sindy Mthimkhulu as its new Executive Secretary, with her appointment officially taking effect today, 1 August 2025.
The announcement was made during a press briefing at the INMACOM offices in Mbabane, where representatives from member states gathered to mark the beginning of her tenure. South Africa’s Commissioner Duduzile Mthembu was present, Mozambique joined virtually, while Eswatini was represented by Sicelo Nxumalo on behalf of Commissioner Lindiwe Mbingo.
Mthimkhulu takes the helm of the commission with over 24 years of experience in water resource management. Before joining INMACOM, she served as the founding CEO of Eswatini’s Joint River Basin Authorities (JRBA) Project Board and previously worked for more than 15 years at the Department of Water Affairs.
During her leadership at the JRBA, she played a key role in strengthening river basin institutions in Eswatini and advancing integrated water resources management. She led multiple transboundary cooperation projects involving partners from South Africa’s Inkomati-Usuthu Catchment Management Agency (IUCMA) and Mozambique’s ARA-Sul IP, under the REMCO framework.
Mthimkhulu was also involved in negotiations around the Inco-Maputo Agreement, giving her deep insight into the complexities of shared water governance in the region.
She holds an MSc in Integrated Water Resources Management from the University of Zimbabwe and an MPhil in Water Governance from Monash South Africa, where her research explored the use of the water footprint concept in addressing shortages in Eswatini’s sugar industry.
