A new policy task team within His Majesty’s Correctional Services (HMCS) has begun work on developing a national framework to guide the rehabilitation and reintegration of offenders across Eswatini’s correctional centres.
The 19-member task team held its first official engagement with officers-in-charge, programme heads, and section leaders at the Mountain View Hotel in Mbabane on Wednesday. The session marked the beginning of a series of consultations aimed at shaping the upcoming Rehabilitation and Reintegration Policy.
The process is being supported by the United Nations Development Programme (UNDP), represented at the meeting by Mpendulo Masuku, the focal person for HMCS. Masuku stated the UNDP’s support for the initiative during the briefing.
Deputy Commissioner General Bongani Khumalo, who oversees Legal Affairs and Rehabilitation, stood in for Commissioner General LaMakhosini Phindile Dlamini. He encouraged officers to take an active role in shaping the policy, which will guide how correctional centres manage rehabilitation programmes, allocate resources, and involve relevant stakeholders in reintegration efforts.
Bashin Nkambule, HMCS’ Sectoral Officer from the Public Policy Co-ordination Unit, outlined the steps and timelines of the policy development process to those in attendance.
The task team is chaired by Assistant Commissioner Bongani Dlamini and includes a mix of senior and junior officers drawn from different units and facilities within HMCS.
