Lobamba – The Kingdom of Eswatini’s Parliament is exploring the transformative potential of Artificial Intelligence (AI) to enhance legislative processes and public service. This comes as the Royal Science & Technology Park initiates discussions on integrating AI into daily parliamentary work, moving beyond common misconceptions to reveal AI’s practical applications.
Many emaSwati, when asked about AI, often conjure images of robots or express feelings of apprehension. However, experts from the Royal Science & Technology Park are working to demystify AI, explaining that it is, at its core, a system capable of learning from data without explicit, line-by-line instructions. Everyday examples familiar to most include smartphone suggestions that learn writing styles, Netflix and Spotify’s content recommendations, Google Maps’ traffic predictions, and banks’ fraud detection systems.
AI is not a replacement for human intellect but rather a sophisticated tool that acts like an advanced calculator with memory and pattern recognition. It can analyze complex data, including budgets, policy impacts, and citizen feedback, learn from experience to improve performance, and solve problems by predicting outcomes and optimizing resources. This means traditional policy research that typically takes weeks could be expedited to mere hours with AI assistance, freeing up Members of Parliament (MPs) to engage more with stakeholders.
Globally, governments are already leveraging AI in various sectors. Rwanda uses AI for improved crop forecasting, India monitors air quality with AI, Brazilian courts fast-track case management, and Kenya employs AI to track climate threats. These examples underscore that AI’s benefits extend beyond technologically advanced nations.
For Eswatini’s Parliament, AI offers significant advantages. It can assist in drafting and summarizing policy briefs and bills, analyze public submissions for enhanced engagement, transcribe and summarize committee meetings, and model policy outcomes to predict economic and social impacts. MPs stand to gain valuable time, obtain deeper policy insights through sentiment analysis, and strengthen their oversight role in scrutinizing AI use across government ministries.
Addressing concerns about job displacement, experts clarified that AI serves as a support tool, with human decision-makers remaining central. The technology is not “magic” and requires transparency, bias mitigation, and thorough evaluation. Furthermore, utilizing AI does not necessitate advanced programming skills, as it functions as a decision-support tool.
The discussion also touched upon the “New Digital Divide,” shifting the focus from access to computers and the internet to who is empowered to learn with and about AI. As Karim Lakhani put it, “AI won’t replace humans – but humans with AI will replace humans without AI,” underscoring the importance of embracing this technological shift.
While today’s AI, known as Narrow AI, excels at specific tasks, Parliament is urged to begin preparing regulatory frameworks for future advancements, such as General AI and the theoretical Superintelligence. Key challenges to address include ensuring robust digital infrastructure, bridging skills gaps through workforce training, considering cultural and linguistic diversity in AI applications, and prioritizing data privacy and security.
