ICT Minister announces new ESCCOM board

MBABANE – The Minister of Information, Communications and Technology, Savannah Maziya, has announced the appointment of a new board for the Eswatini Communications Commission (ESCCOM), the institution responsible for regulating telecommunications, broadcasting, and postal services while driving the country’s digital transformation and inclusion.

The new board, appointed for a three-year term effective October 15, will be chaired by Business Eswatini Chief Executive Officer, Mr. E. Nathi Dlamini. Other members include attorney Mr. Joseph Warren and consultant Ms. Loncwala Mahlalela Zinyane. They join existing members Mr. Mvilawemphi Dlamini, ESCCOM Chief Executive Officer; Mr. Bheki Nzinisa from the Ministry of Finance; and Ms. Bongiwe Dlamini from the Ministry of ICT.

Minister Maziya said the appointments come at a critical time as Eswatini strengthens its digital ecosystem to align with national development goals and Vision 2022 aspirations. She expressed confidence that the new board’s collective expertise will reinforce ESCCOM’s regulatory mandate, promote fair competition, and protect consumers in an evolving ICT landscape.

“ESCCOM continues to deliver transformative programmes that ensure equitable access to ICT,” Maziya said, referencing the Commission’s efforts under the Universal Access and Service Fund to close the digital divide.

She pointed to two key projects that illustrate ESCCOM’s social impact — the Ngwane Teachers’ College Disability Resource Centre and the UNESCO Content Studio. The Disability Resource Centre, commissioned by His Majesty the King, is an ICT-enabled facility designed to support students with disabilities through accessible digital tools. The UNESCO Content Studio, launched by Their Majesties, serves as a modern digital production hub equipping young people with skills to participate meaningfully in the digital economy.

“These initiatives demonstrate ESCCOM’s commitment to inclusive development and to ensuring that technology benefits every Emaswati, regardless of their circumstances,” the Minister said.

New Chairperson Mr. Dlamini expressed gratitude to the Minister and the government for their confidence in his leadership. “It is well known in this country that you have always had an oversized vision and mission for this ministry. We have watched with admiration the extraordinary milestones achieved within a very short time,” he said.

He described Minister Maziya’s leadership as “refreshing and exceptional,” pledging that the board would uphold integrity, accountability, and professionalism while advancing ESCCOM’s goals. He added that the board would work closely with all stakeholders to ensure that the communications sector continues to thrive and contribute to national development.
