Premier League of Eswatini forms Constitutional Review Committee

Mbabane-The Premier League of Eswatini has put into place a Special Committee of the Premier League of Eswatini (“PLE”), called the Constitutional Review Committee (CRC”). This was announced by the CEO Kenneth Makhanya of the Premier League, Kenneth Makhanya at Sigwaca House during a Media Breakfast meeting.

The purpose of the (CRC) is to establish and also to assist the PLE Executive Committee in reviewing the Constitution of the PLE as per the Resolution of the Ordinary General Assembly of the 13th August 2022.

The Committee is comprised of the following members.

1 Mr. Charles Matsebula – Chairperson

2 Mr. Tim Shongwe – Member

3 Mr. Andreas Lukhele – Member

4 Mr. Zakhele Dlamini – Member

5 Mr. Desmond Manda – Prosecutor

6 Ms. Sebentile Shabangu – PLE recorder

The committee has already been operating since the 21 November 2022. The (PLE) CEO and the Exco members will be ex-officio members of the committee and they will also align the PLE Constitution with best practice and incorporating the input from EFA. They will use the statutes of other relevant football institutions to also establish the PLE Judicial bodies such as the Ethics Committee and dispute Resolution Tribunal that will Identify relevant constitutional clauses that will address the governance and enhance the efficient and administration of the PLE.

The Committee may engage and/or invite stakeholders and persons of interests in carrying out the review process in terms and conditions that the CEO deems reasonably appropriate, including reasonable fees not exceeding standard rates to carry out its duties and responsibilities.

 Meetings

The Committee shall meet at the call of its Chairperson as necessary to complete its task in not more than five sittings.  The Chairman of the committee and at least two legally qualified members shall constitute the quorum. They will also deal with matters that will be presented to the Committee for decision and at any meeting that the committee will hold decisions shall be taken by a majority of votes.

In the case of any equality of votes at a meeting of the Committee, the Chairperson shall in addition to the Chairperson’s original vote, have the deciding vote and the PLE’s Chief Executive Officer (CEO) or in his absence, Ms Shabangu shall be the Secretary to the Committee. The Secretary of the Committee shall give notice of the Committee meetings to the Committee members after the consultation with the Chairperson, the minutes of the Committee meetings that are prepared by the Secretary, who shall then be subsequent to the Committee’s approval and keep a record of the minutes. The Committee’s duties and responsibilities are to amend the PLE Constitution to Comply with the FIFA, CAF and EFA Statutes, including chronology of articles.
