Mbabane – Public Sector Unions (PSUs) have confirmed receiving the long-awaited salary review report on Tuesday.
According to the Swaziland National Association of Teachers (SNAT) President, Mbongwa Dlamini, the report was delivered to PSUs by the Government Negotiations Team (GNT) and salary review consultancy firm, Emergence Human Capital.
It is reported that from the report, 1 113 jobs across the public service, out of a total of 44,979 employees, were evaluated.
The findings revealed that 75 percent of jobs will remain on the same grades but receive a pay rise, if things stand, while 19 percent of positions will be upgraded to higher scales. Within the civil service, 6 percent of jobs will change grades, although no upgrades were made in the teaching cadre.
The report also presented several budgetary scenarios. Emergence Human Capital recommended the third scenario, with an estimated cost of E1.179 billion, while the second and fourth scenarios stood at E1.339 billion and E579 million, respectively. Extreme scenarios were excluded.
On allowances, the consultant confirmed that 23 remunerative allowances and 30 circumstantial allowances were reviewed, with five new allowances introduced and 11 discontinued. Housing allowances were also revised, ranging from E800 for grades A1 to A5, up to E4,000 for grades F1 to F3. The travel allowance will also increase from E0.16 per kilometre to E0.67 per kilometre. Nurses will continue to benefit from existing allowances, while teachers will now have access to a newly introduced Special Needs Allowance.
The consultant is expected to present an amended version of the report to the Joint Negotiations Forum (JNF) today (Wednesday, September 10, 2025). The JNF will then submit the document to principals for review before reconvening for negotiations and signing of an collective agreement.
Implementation of the recommendations, including back pay, is scheduled to begin in October 2025.
